Do true SPV type check for function array arg linkage
...
Previous check was missing type difference between uniform array
actual arg with stride decoration and the formal arg without. Now
does logical or component-wise copy where needed.
Fixes #2637

Update to newest SPIRV-Tools. It checks the Vulkan rule that all resources must have a set and binding decoration, which many tests fail. So add code to set a default value of zero. Also disable PCH for Ninja builds.

Revert the commits that change OpArrayLength type and bumped the version number.
...
Now, version 5.* is all connected to making the uint type, which doesn't quite work.
Generator versions 4 and 6 do not do this.

SPV: Flatten structs for copy when they are GLSL type aliases.

Addresses issue #304 and issue #307 by replacing unmatched type OpStores with
per-member copies. Covers assignment statements and most argument passing, but
does not yet cover r-value-based argument passing.
