b57af2f5ad Decorate accesschain operand for nonuniform UBO loads 
This is conservative and still also decorates the loaded value.

39ffdaf2ab Allow nonuniformEXT() on sampler types. 
Also add missing NonUniformEXT decoration on OpImageTexelPointer.
