Glenn Randers-Pehrson 8ae616fa97 [libpng15] Added PNG_SAFE_LIMITS feature to pnglibconf.dfa 
and code in pngconf.h to reset the user limits to safe ones if
PNG_SAFE_LIMITS is defined.
